Inland Water Transport, Assam Recruitment 2018 - Specialist/ Assistant posts: Assam Inland Water Transport Development Society has invited application for recruitment of Procurement Specialist, Social Development Specialist, Environment Specialist, Marine Specialist, Financial Management Assistant, Procurement Management Assistant, Office Management Assistant, Support Staff for General Consultant vacancies. Assam Inland Water Transport Development Society (AIWTD) Society intends to hire the following Specialists and Support Staff for AIWT Project, viz.
(1) Procurement Specialist
Essential Qualification:
• Masters degree with major in a relevant discipline (e.g. Engineering, Law, Procurement, Finance, Business or Commerce) and relevant training in procurement work.
• Candidates having ‘Professional Diploma in Public Procurement’ (PDPP) or Certificate Program in Public Procurement (CPPP) from World Bank will be preferred.
Experience: 8 years procurement experience with State/ Central/ Corporate/ Government/ NGO/ Banking sector, of which minimum 2 years should be working on World Bank/externally aided projects.
2. Social Development Specialist
Essential Qualification:
• Master’s/Post Graduate Degree in relevant discipline e.g. Social Work/ Sociology /Anthropology.
Experience:
• Minimum 8 years of experience in (land acquisition process), involuntary resettlement, stakeholder engagement & consultation and community participation, socio-economic surveys, conducting Social Impact Assessments, monitoring and implementation of Social Management Plans; preferably waterways or IWT related infrastructure projects.
• Knowledge/understanding of sociological impacts of large infrastructure projects; associated mitigation measures; and community consultations;
• Strong understanding and past experience of implementing World Bank Social Safeguard policies and ESHS guidelines;
• Field experience in assessing project site issues, vulnerabilities/risks as well as supervising/inspecting/monitoring projects during implementation to mitigate and monitor social impacts;
• Experience of working as social/resettlement official/expert for major Infrastructure projects;
• Familiarity with the working of State Government/Central Government/Projects funded by multi-lateral Agencies and preferably, work experience with a wide range of stakeholders including NGOs and international organizations;
• Proficiency in use of Computers to manage data base and generation of reports with overall good communication skills (in English and Hindi); knowledge of Assamese language is preferable.
3. Environmental Specialist
Essential Qualification:
• Master’s/Post Graduate Degree in Environmental Planning / Environmental Engineering / Environmental Sciences or relevant disciplines.
Experience:
• Minimum 8 years of experience in conducting EIA, environment modelling and preparing Environment Management plans
• Strong understanding and past experience of implementing World Bank Environmental Safeguard policies and ESHS guidelines
• Field experience in assessing project site issues, vulnerabilities/risks, as well as supervising/inspecting/monitoring projects during implementation to mitigate and monitor environmental impacts
• Experience of working as environmental official/expert for major Infrastructure projects preferably in the IWT sector
• Proficiency in use of Computers to manage data base and generation of reports, with overall good communication skills (in English and Hindi); knowledge of Assamese language is preferable
4. Marine Specialist
Essential Qualification:
• Minimum Graduation in Marine Engineering from a recognized University/Institute.
Experience:
• 8 years of experience as an Officer on board Merchant ships/coastal vessels, preferably captain on board Merchant Ship for more than 3 years or 8 years of experience on marine engineering aspects in inland water transport projects.
5. Financial Management Assistant
Essential Qualification:
• Commerce Graduate/ Post Graduate (from a Govt. recognized University).
Experience:
• In-depth knowledge of financial management procedures applicable for World Bank funded projects and having hands on experience of operating Tally accounting software, along with minimum 2 (two) years of experience in financial management related activities in any World Bank funded projects/ Externally aided projects or similar Govt. of India funded projects/National level reputed projects.
• Proven practical skills in the area of Financial Management aspects.
• Demonstrate awareness of World Bank Financial Management policies, best practices, etc.
6. Procurement Management Assistant
Essential Qualification:
• Graduate/ Post Graduate (from a Govt. recognized University) in any discipline.
Experience:
• In-depth knowledge and understanding of World Bank’s procurement guidelines and procedures along with minimum 2 (two) years of experience in supporting procurement related activities in any World Bank funded projects/ Externally aided projects or similar Govt. of India funded projects/National level reputed projects.
6. Office Management Assistant
Essential Qualification:
• Commerce Graduate/ Post Graduate (from a Govt. recognized University).
Experience:
• Advanced knowledge of Office Management, proficiency in MS Office Applications (like Word, Excel, Power Point, MS Project etc.) including email, along with minimum 4 (four) years of experience in any World Bank funded projects/ Externally aided projects or similar Govt. of India funded projects.
7. Support Staff to General Consultant
Educational Qualification:
• Civil Engineering Graduate from a recognized Institute.
Experience:
• Minimum 4 years of experience of Project Management in Government Projects/Projects funded by World Bank or other multilateral agencies.
• Advanced knowledge of Office Management, proficiency in MS Office Applications (like Word, Excel, Power Point, MS Project etc.) including email, along with minimum 2 (two) years of experience in any World Bank funded projects/ Externally aided projects or similar Govt. of India funded projects
